Welcome to the Climate Change Act Support Platform (CCASP) 

The Climate Change Act Support Platform (CCASP) has been developed to assist municipalities, districts, practitioners and other stakeholders in implementing the requirements of South Africa’s Climate Change Act. The platform provides practical guidance, training materials, tools and resources to strengthen climate change mitigation planning, support legislative compliance, and build institutional capacity for effective climate action. 

Climate change planning encompasses both adaptation and mitigation. Adaptation focuses on reducing vulnerability and building resilience to the impacts of climate change that are already occurring or are expected in the future. Mitigation focuses on reducing greenhouse gas (GHG) emissions and enhancing carbon sinks to limit the extent of future climate change. While South Africa has made significant progress in supporting adaptation planning through initiatives such as the Let’s Respond Toolkit, there remains a need for practical guidance to support climate change mitigation planning and implementation. The CCASP has therefore been developed to address this gap. 

The platform provides practical guidance and resources to support: 

  • Climate Change Mitigation Needs and Response Assessments (CCAMNRAs)  
  • Climate Change Mitigation Response Implementation Plans (CCAMRIPs)  
  • Greenhouse gas (GHG) inventory development  
  • Stakeholder engagement and Gender Equality, Disability and Social Inclusion (GEDSI) considerations 
  • Climate change mitigation planning and implementation.  

Together, these modules provide a structured, step-by-step approach to implementing the mitigation requirements of the Climate Change Act at the sub-national level. 

As a central information hub, CCASP promotes knowledge sharing, improves the consistency and quality of climate change planning, and strengthens the capacity of districts, municipalities and other stakeholders to implement the Climate Change Act. By bringing together guidance, tools, training and supporting resources in a single platform, CCASP enables informed decision-making and supports the transition to a resilient, low-carbon future.
